On a barrier island at the edge of the sea is a shinobi village always hidden in a storm. Since it is located on a barrier island, whatever inhabits it takes the brunt of the storms that come from the ocean. Arashigakure experiences bad weather almost everyday. In fact, a nice day out would be when it is pouring rain out.
